The story is set during the pre-revolutionary chaos of the 1940s in China. Sing (Stephen Chow) is a low-lucky criminal determined to enter the Axe Gang, one of the most important Mafia clans in China. To achieve this, Sing intends to take money from the neighbors of a block of houses, but soon discovers that these are not what they seem.
