Psycho-Pass is set in a near-future Japan where a vast computerized network called the Sibyl System constantly scans citizens’ mental states and assigns each person a “Psycho-Pass" — a quantified measure of their psychological condition and likelihood to commit crime. If someone’s Crime Coefficient rises above an established threshold, public safety forces move in: investigators arrest or, if necessary, eliminate the threat.
The story follows rookie inspector Akane Tsunemori, who joins the Crime Investigation Division and must work alongside “Enforcers" — latent criminals used by the police to hunt others. As Akane confronts cases involving a brilliant criminal who can evade Sibyl’s predictions and works closely with the veteran Enforcer Shinya Kōgami, she begins to question the system’s moral authority. The series examines themes of justice, free will, and the human cost of relying on an infallible-seeming surveillance state.
