At first Vargas tries to implement the ruling party’s promises of modernity and social justice, but he soon learns how the local power structure really works. Step by step he yields to bribery, blackmail, violence — even murder — transforming from an idealistic everyman into a ruthless, self-preserving tyrant. The film tracks that moral descent and the cynical logic behind its title: the system rewards the corrupt, not the virtuous.
