After the chaos of the Joker, Gotham is threatened by two very different forces. A grotesque, ostracized criminal who calls himself the Penguin emerges from the city's underworld and, with the backing of crooked industrialist Max Shreck, plots to gain respectability and political power — even if it means destroying Batman's reputation.
