Colonel Katherine Powell (Helen Mirren), a British military intelligence officer, leads a secret operation to capture a group of terrorists in Nairobi, Kenya. When she realizes that the terrorists are in a suicidal mission, she must change her plans to 'capture' to 'kill'. The American drones pilot Steve Watts (Aaron Paul) receives the order to destroy the shelter where the terrorists are, but a nine -year -old girl enters the area, where she could be another victim.
