Colonel Katherine Powell (Helen Mirren), a British military intelligence officer, leads a secret operation to capture a group of terrorists in Nairobi, Kenya. When she realizes that the terrorists are in a suicidal mission, she must change her plans to 'capture' to 'kill'.
