San Francisco is terrorized by a seemingly random sniper who calls himself "Scorpio." When the cagey, no-nonsense Inspector Harry Callahan (Clint Eastwood) is assigned to the case, his hard-edged tactics and refusal to play by the rules put him at odds with politicians and some members of the justice system. Paired with reluctant partner Chico Gonzalez (Reni Santoni), Harry pursues the killer through a series of murders, a ransom plot and the abduction of a young girl.
After Harry corners a suspect and extracts the girl’s location, the man is released on a legal technicality, enraging Callahan and highlighting the gulf between streetwise policing and courtroom procedure. As Scorpio escalates — ultimately seizing a school bus of children — Harry takes matters into his own hands to stop the madman once and for all. Dirty Harry is both a tense cat-and-mouse thriller and a character study of a cop who tests the balance between law, justice and vigilantism.
